OMB Memo: White House National Talent Search for Chief AI Officers and AI Experts

On Thursday 3/28/24, to further the Biden-Harris new Executive Order on AI, U.S. Office of Management and Budget (OMB) Director Shalanda Young sent a memorandum to all federal agencies, directing them to name Chief AI Officers and to advance AI governance and innovation while managing AI risks in US government.

This memorandum establishes new agency requirements and guidance for AI governance, innovation, and risk management, including through specific minimum risk management practices for uses of AI in the Federal Government that impact the rights and safety of the public,” OMB Director Shalanda Young said in the memo.

The memo addressed three main issues:

  1. Strengthening AI Governance
  2. Advancing Responsible AI Innovation 
  3. Managing Risks from the Use of AI

Federal agencies have a distinct responsibility to identify and manage AI risks because of the role they play in our society, and the public must have confidence that the agencies will protect their rights and safety,” Young said.

NATIONAL AI TALENT SEARCH:

Young also announced that the Biden-Harris White House has launched a “national talent search” for Chief AI Officers and AI professionals in the hope of hiring at least 100 by this summer.

As part of that national talent search initiative:

  • Thurs April 4, 1pmET: Biden-Harris PMA: Unlocking the People Potential of AI in Government”  This is a webinar on hiring for AI and tech talent across government with speakers from OMB, the Dept of Veterans Affairs, and OPM. The conversation will dive into the types of tech and AI jobs available and the skills and experience required to join the tech talent surge to support AI and AI-enabling work.
  • Thurs April 18, 1-4pm: OMB will host an AI Virtual Forum and Job Fair to attract top talent and facilitate job placements in the field.
